This is misinformation, Cameron. The Republicans have passed the budget in the House and now they need more than just Republicans to pass the budget in the Senate. So the Republicans have proposed a clean CR, continuing resolution that holds all spending at Biden administration levels to allow for debate on the contentious ACA issues before January. The Democrats do not agree to that CR preferring to have the Republicans remove any language from the budget that will take away tax credits that hold ACA premiums at a lower level. It is not true that the Republicans can reopen the government without Democrat agreement.
