This " time of cruelty" we are in is doubling and tripling precariousness--for all ages, but especially for the very young and the very old. Age and sickness do add another layer to the " casting aside" that is being done on so many fronts.
I so appreciate your suggestions on the local level effort. I am lucky to live in an intergenerational, 70-year old neighborhood. We range from newborn to 93. We look after one another. Surviving aftermaths of hurricanes has helped us to pay attention. Visiting, listening, sharing food build the relationship levels and networks upon which the more serious needs can emerge and be responded to. People are proud. Young parents want to appear capable and old people want to remain as independent as possible as long as possible.
Neighborhoods make up towns and Counties and States and together can bring pressure to bear on changing laws.
In my mind, in this time, local "ethic of care" is the main antidote to the national cruelty. The Psalmist throws himself on God's care; God's abiding presence takes flesh in our care of one another.

As an older woman, my strength is easily spent, and often feeling cast off from section 8 homes; medical and dental help, and enough disability funds to live on
“‘Do not cast me off’ is a plea made to God, but …”
I hear this “but” like an apology for what comes next. BUT if we might begin to realize that here the Lord is, within us, perhaps, perhaps we could hear with that innermost ear and respond with the abundant love—and sacrifice—that This Who Is The Christ Within Us allows us, asks us, to share with Him. May we learn to stay awake, keep Him company, in the dark hour of others.

Thank you Cameron. I live in Aotearoa New Zealand and although our issues are different to yours the essence of your message rings true here as well. I’m not young so sometimes it’s challenging to care for my friends who have different issues. The temptation is to say it’s too hard but on reading your words I’m encouraged to still do the best I can.
